What is CPSE?
CPSE is a statewide preschool special education program for children ages 3 to 5 administered by the New York State Education Dept. (SED) and the Office of Vocational and Educational Services for Individuals with Disabilities (VESID). The program provides evaluations, group instruction and individualized services to eligible children who have a disability or delay that affects their learning. This is done through their local school district’s Committee on Preschool Special Education (CPSE). Funding is provided by Nassau County and the State.
Referral to CPSE
If your child is receiving Early Intervention services and may continue to need special education or therapeutic services, your service coordinator will explain the transition to the CPSE process and help you make a referral.
If you have a preschool child age 3 to 5 years old who did not receive Early Intervention services but you feel may have some developmental delays, you may refer him or her directly to your district’s CPSE. Delays include limited use of language; poor articulation; difficulty moving around or learning; behavioral issues or physical challenges. You can contact your district’s CPSE by calling their administrative office. They will assist you with the evaluation process.
Determining Your Child's Services
If your child qualifies for services due to a disabilitythat may affect his or her ability to learn, the CPSE will find your child to be an eligible “preschool student with adisability.” The CPSE will recommend the service(s) that best meet your child’s individual needs and where they will be provided.
The CPSE will write an Individualized Education Program (IEP) for your child which will list the services that have been recommended for your child. The recommendations will then be forwarded to you local school board for approval.
When determining the services that your child will receive, the CPSE must consider how to provide them in the Least Restrictive Environment (LRE). Ideally, this would be close to your home with other children who do not have a disability. Services may be provided at an approved or licensed pre-K or Head Start program, day care, child’s home a hospital or a state facility.

SED Programs
- Special Education Itinerant Teacher (SEIT) – a special education teacher will work with your child in a setting approved by your CPSE
- Special Class in an Integrated Setting (SCIS) –a preschool class which includes children with and without disabilities.
- Special Class (SC) –a class with only children with disabilities.
